Administrative offices use our COS profile system internally to identify
faculty working in specific research areas.  I also know faculty who have
used it to identify both potential collaborators and consultants, again from
our own ranks.
Although you seem to have outside contacts in mind, I've found explaining
the internal uses of the database to be sufficient incentive for many
faculty to buy in.
