Tom,
Your definition of "off-campus" should be in your negotiated overhead rate
agreement, and usually institutions have a specific policy on what constitutes
"off-campus." Basically, it is a matter of whether the lease costs are a
direct cost to the project (an off-campus rate applied), or recovered through
your F&A proposal (an on-campus rate can be applied). Give me a call if I can
