funding for grant writers

I am seeking information from this group regarding funding mechanisms for
grant writers/editors.
As Associate Director of the Office of Grants & Scientific Publications
(OG&SP) at the University of Arkansas for Medical Sciences, I direct a team
of science writers/editors whose mission is to assist basic and clinical
scientists in submitting competitive, peer-reviewed grant proposals (usually
to NIH). We assist PIs with minor to major editing and writing of their
proposals, prepare forms, develop budgets and justifications, and help with
proposal formatting and presentation (www.acrc.uams.edu/research/ogsp.htm).
Although we operate separately from research administration, we also work
closely with the UAMS Office of Research Administration to ensure that the
proposals meet institutional and funding agency requirements prior to their
authorization and submission.
Positions in our office are currently funded as part of administrative costs
from several centers and institutions on campus (e.g., the College of
Medicine and Cancer Center). Staff are rarely funded through grants because
our work is completed prior to submission and most proposal preparation
services are not allowable costs on grants. I have been asked to find
information on whether other institutions support similar writing/editing
services and, if so, how they fund grant writers/editors. If others on the
list serve are interested, I can post a summary of all responses I receive.
