Domenica, I send a thank-you letter when a proposal is submitted. At my institution (a PUI with little history of grant activity), my first task is to encourage grant proposals, hence my letters. They follow a similar format, but are not identical. The most imporant part: I cc the dept chair, dean, and provost to make sure that the appropriate administrators know of the proposal. (Actually, they know already, since they have all signed off on our internal form. But reminding them doesn't hurt, and I want to make sure that the proposer knows that those folks have all seen my thank-you letter.)
I also congratulate recipients of grants, either in writing or in person, but I think the letter on application is more important.
