We used to do this.  Now we send an e-mail and
copy every one that might have an interest (president,
VPs, etc.).  It works really great - the President
knows about new awards this way, and lots of others
send congratulations to the PI, too.  Seems to be
better appreciated than the used to be formal letter
to the PI.  All of this originates in our office and is
not sent until we have received the award letter, notice
of award, or whatever that makes it valid.  sometimes
that means it is months after we hear an award will
be made!
