I'm probably an outlier, but I count awards according to the academic year in which the proposal was submitted. My first measure of productivity is proposals submitted; grants received comes second. Consequently, the year the proposal was submitted takes priority, in my counting scheme. And I use the academic year (rather than fiscal or calendar year) because that's the basis for academic activities, including writing/submitting grant proposals.
Our grants accountant counts things the more traditional way, of course--by fiscal year and (I think) by the date on the award letter. Her numbers are the official ones; I use mine for my own accountability and for my reports to the university. For the past few years, I have been including a summary of the official numbers in my reports as well; I'm sure it confuses everyone, but it gives folks two ways to look at the grants world at UW-River Falls.
Remember the bureaucrat's creed: when in doubt, drown them in paper.
