The National Academy of Sciences is a non-profit membership organization in Washington, DC established in 1863 by Abraham Lincoln to advise the federal government on issues of national and international importance in the areas of science, medicine and technology. The majority of its members are from Academe. It receives approximately $180M in grants and contracts from federal agencies and non-federal sponsors. Supervisor, Contracts and Grants Accounting This position is a working supervisor with a staff of eight, who is responsible for day-to-day operations, audit liaison, and oversight of the closeout of awards. Qualifications: B.A./B.S. or equivalent in accounting (strongly prefer an undergraduate accounting degree); and at least four years of relevant experience. Access and Excel proficiency is required. Requires demonstrated ability to perform government contract and grant billing, including auditing vouchers, reconciling revenue and expenses; maintaining subsidiary accounts receivable records and billing files, and preparing bi-weekly letter-of-credit drawdowns and quarterly reports; prepare various financial reports; and perform other duties as assigned. Must be familiar with OMB Circulars A-122 (or A-21), A-110, A-133 as well as FAR and CAS and FASB. In addition, the incumbent must have at least two years of demonstrated supervisory experience. Excellent oral and written communication skills required. Salary commensurate with experience. Staff Accountant Qualifications: B.A./B.S. or equivalent, preferably in accounting, finance, or a related field; and at least two years of relevant experience. Access and Excel proficiency is required. This position is part of a team of five that performs government contract and grant billing, including auditing vouchers, reconciling revenue and expenses; monitoring accounts receivable: maintaining subsidiary accounts; and preparing financial reports. This position includes responding to program staff and external sponsor inquiries; reviewing and analyzing the allowability of award costs (OMB Circular A-122) and cost overruns; preparing cost transfer requests; and assisting with other projects as assigned. Excellent oral and written communication skills required. Salary mid -30s to $40K. Contracts Administrator(Associate) Qualifications: Requires six (6) years of experience and a Bachelor's Degree from an accredited University. Of the six years of experience required, a minimum of 3 years direct experience administering/negotiating sponsored Federal and Private awards are required. A completed Contract Certification program from any accredited University may be substituted for 2 years of of additional general experience. A CPCM or CRA certification may be substituted for 3 years of additional general experience. This position is responsible for a variety of tasks including the review, negotiation, and administration of contracts, grants and cooperative agreements from both Federal and Private sponsors. This includes reviewing outgoing proposals; responding to Request for Proposals (RFP); negotiating terms, conditions, and modifications; resolving contract problems; and assisting in billing and close-out issues. Extensive knowledge of agency and Federal regulations, including FAR and the OMB Circulars. Comprehensive, demonstrated written and oral communication skills are required.
