We have had several.  The key is that the requestor must go through the
contracting officer (or grants officer) of the awarding agency.  The latter
is the person we respond to.

Our most recent request was related to a DoD program.  We carefully went
through each line and paragraph in our proposal and marked it OK or not OK,
using the guidelines sent to us by the CO (what can be considered
proprietary, etc.).  Our response went back to the CO and to the best of my
knowledge, the issue has been closed.

FOIA requests can be received for proposals and awards.  We might ask for
the latter when doing market research for a particular new program or
solicitation.  The new A-110 requirement concerning research background
materials requires close familiarity with our rights under FOIA.

We recently received notification from a sponsor that a request had been
made under FOIA for the release of a proposal submitted by one of our
faculty that had been funded.  For various reasons, our faculty member
wants to keep some of the contents of the proposal from being released.
Has anyone had experience in responding to FOIA requests in which
information was to be excluded from the ultimate disclosure? If so, we'd
like to briefly speak with you individually about your experience.
