I'm sure this topic has reached the list before in some form or another, but I am looking for feedback specifically on if/how others put Postdoctoral Fellows on non-training, federal grants (e.g. NIH R01's).  I understand that NRSA appointees are "trainees" as opposed to "employees" and that fringe benefits cannot be charged on a training grant.  I also understand that you cannot supplement trainee stipends with other federal funds.  What I am specifically trying to survey is how do you treat this category of person (i.e. Fellow) on "other " grants when they are not appointed on a training grant.  Do you allow them on other grants?  If so, do you charge for their time?  As "stipend" or "salary"?  Do you charge fringe?  Do you limit the percentage of their time on these awards?, etc.
