Dear Marie -
Part of the answer, of course, relates to the funder's guidelines and
whether such items are allowable expenses. Further, if the award is from a
Federal Agency, such costs are allowable only if your organization requests
(or would request) them from non-Federal funders.
That having been said, here's what we do. We treat the Graduate
Assistant's stipend the same way we treat student wages - i.e., both are
included under "Personnel." The tuition (and related fees) are included
under "Other Direct Costs."

IES is a non-profit research institution. We fall under A122. One of our
scientists is applying for a supplement to his research grant to support a
graduate student. He wants to include tuition reimbursement and a stipend,
which are not normally a part of research proposals. Has anyone had
experience with this. If so, how do you handle? Thanks.
