CONTRACTS & PROPOSAL SPECIALIST
PENN STATE

Responsible to the Lead Contracts and Proposals Specialist for reviewing,
analyzing, and processing proposals to and awards from Federal and State
agencies, industrial concerns, foundations, and other public and private
funding sources; providing post-award management; assuring compliance with
University and sponsor requirements; writing, negotiating, and administering
subcontracts under University research awards.  Requires Bachelor`s degree
or equivalent, plus three years of work-related experience.  Excellent
communication and interpersonal skills with expert knowledge of federal
government regulations, especially OMB Circulars A-21 and A-110, and
post-award management experience highly preferred. Hiring range is $34,295
to $46,104 (midpoint) depending on experience.
