Jennifer,
naturally, it depends on WHICH grant program the investigator is talking
about, and the answer will probably start in the "eligibility" section of
the grant program guidelines or authorizing language.
Once you find that information, you might go to some other resources,
including a publication called "Definitions of Rural," which is available on
the web at
http://www.schsr.unc.edu/research_programs/Rural_Program/ruralit.pdf.
