We take our paper forms and scan them directly into the Adobe Acrobat Software thus creating a .pdf file. We then follow NSF's instuctions for getting to the version 3.0 format they require. A printer is never involved. You may be referring to the PDF writer function which creates .pdf files from (e.g.) word processing documents. I think they warn against using this function.
