As others have indicated, downloading the "FastLane Job Options" file should help you though this problem. If you are already using the job options file and are still having problems, check to be sure that you are not using of copyrighted fonts.

Hi,
Here at the College of New Jersey we ran into a real problem converting
files to PDF in preparation for NSF Fastlane submission. We used the
Adobe Acrobat Distiller 4.0 to do the conversions, then we view the
whole proposal and saw that not all the parts were readable as Fastlane
warns. We then went to the Hints page and followed their step by step
instructions but the results were the same. When viewing and printing
the whole proposal, we again had distortion and unreadable text. Can
anyone give us hints as to what went wrong! You can respond to me
