Hello all,

I apologize if this question is redundant but I am somewhat new to the
list-serve.  Our institution is considering revising the policy regarding
registration and review of Preliminary Proposal (Pre-Proposals), therefore, I am
curious to know how other institutions handle this process.  Presently, we
require PIs to register every proposal for review, regardless if they are
invited to submit a full application.   The policy seems outdated and somewhat
cumbersome since PIs typically do not have a full proposal ready for us to
review at the time of
?pre-proposal? submission.

So, my question is, do you require PIs to submit an application, letter of
intent and/or internal review forms prior to an invitation to write a complete
proposal?  Or, do you allow PIs to submit an application for review when the
sponsor invites a full application to be submitted? Any suggestions will be
helpful.
