Valerie, it all depends, as with most issues in grants admin. Yes, on many proposals you could, though I think you'd have to identify the vendor as the one providing the share. It's not something that either the university or the PI is providing, after all. On the other hand, I don't believe you could use discounts as a cost share on an NSF CCLI proposal. Their budget form explicitly asks for both the full and the discounted price, which precludes--to my mind, anyway--using the discount as share.
