Thanks to everyone who's helped me in the past, here's my latest
question:

On a USDA/CSREES award where we have no F&A recovery, can we put a line
in the budget for administrative staff, or have an administrative staff
member directly charge their time to the project?

I remember participating in a discussion about this, but it's been a
rough week, and I can't find my notes, or dig any good recollections out
of my grey matter.
