HOURS: Full-time
The Software Engineering Institute (SEI), a federally funded research
and development center at Carnegie Mellon University, seeks a Manager of
Contracts and Central Services to help manage planned growth. The
Manager will be responsible for contract management, business analysis,
central business services and facility planning. Responsible for the
oversight of the management of financial and contract issues for federal
and non-federal resources. He or she will work with SEI and Carnegie
Mellon project managers, financial administrators, and contracts
personnel to establish and maintain mutually beneficial relationships
with sponsoring organizations.
QUALIFICATIONS: Bachelor's degree in finance, business administration or
related field or equivalent combination of training and experience;
seven or more years of experience in increasingly responsible financial
management areas; experience should include managing all levels of
personnel; experience with government and industry contracting
procedures (Cooperative Research and Development Agreements (CRADA's)
contracting vehicles); experience in financial, business or research
administration; direct experience implementing and working with
financial software systems such as Oracle; firm knowledge of government
regulations; strong negotiation skills and the ability to interact with
executive levels of university, government and industry are essential;
must be well organized and possess strong planning and problem-solving
skills, change management skills and extremely strong interpersonal
skills; must be able to develop financial processes, space allocation
planning and execution of space plans; high level of motivation and team
orientation; ability to operate successfully and thrive within the
challenging intellectual atmosphere of an academic institution; ability
to identify and solve problems with creative and effective solutions.
Preferred qualifications: Master's degree in finance, accounting,
business administration or related field or equivalent combination of
training and experience; licensed as a Certified Public Accountant
(CPA); direct experience with financial accounting systems, specifically
Oracle; experience in planning/managing space renovation and
development; knowledgeable use of Federal Acquisition Regulations (FARs)
and demonstrated ability to interpret, explain and apply these
regulations; negotiation skills in government and industry contracting
agreements.
