Sorry to clog you inboxes, but given the number of email messages I've
received on this topic, I'd like to point out that the IPA in question does
not require a PhD.

A "masters degree in an appropriate field...plus two or more years of
successful research, research administration, and/or managerial experience
pertinent to the position" or "equivalent experience" will suffice.
