POSITION OPENING
CONTRACTING OFFICER / SATELLITE OFFICE MANAGER
Public Health Institute (PHI), a dynamic, nonprofit, public health research
organization seeks a full-time, experienced Contracting Officer to manage
its Sacramento operations. Reporting to the VP/Chief Operating Officer,
this position will provide contracting expertise and oversight to this
office as well as manage the office. Position serves as the primary liaison
between the Sacramento Programs and Central Office (located in Berkeley,
CA.) and between Central Office and Sponsors. Position interprets and
applies Federal, State, and Central Office policies and procedures in the
day to day administration of grants and contracts. Position coordinates the
timely negotiation and execution of numerous subcontracts and consultant
agreements. Position will provide supervision to the Grants and Contracts
Specialists and other staff; interact with Senior Program Managers, Project
Directors and Principal Investigators in Sacramento to ascertain
programmatic and administrative issues and resolve them. Position is
expected to provide a high level of independent decision-making, at the same
time maintaining close communication with Central Office to ensure
consistent policy administration. Position assists Sacramento projects with
management planning as needed. Position also assists with certain satellite
Human Resource functions such as recruitment, employee relations, new
employee orientation and policy & procedure interpretation in close
partnership with Central Office.
Requires: Bachelors degree and at least five years of experience with
nonprofit management; solid understanding of Federal, State and other
funding agencies' policies, regulations and administrative practice. Must
have proven leadership ability, including at least three years of
supervisory experience and strong team building skills. Computer literacy
and financial management experience are essential. Requires excellent
written and personal communications skills. Initial training in Berkeley is
required. Valid driver's license and satisfactory driving record is
required. Anticipated starting salary is $50,000+ (DOE) with excellent
