Work for Hire Agreements/Public Institutions

Hi,
Questions about work for hire agreements are coming up more
frequently from both sponsors and principal investigators so I suggested
we take it to the experts. Do any of you in other public institutions
"ever" [note: not asking whether you have a policy not to!! : - ) ]
accept work for hire agreements?
If so, who negotiates/administers: sponsored programs office?
It is my understanding that the greatest concern for public institutions
regarding these agreements is unrelated business income and tax
status. If you have accepted these type of agreements have these issues
been addressed? How have they been managed? Do you have a particular $
amount limit, percentage of total projects, type of projects, or other
parameters set to determine whether a work for hire agreement
appropriate?
What other issues have come up that are particular to work for hire?
