Does anyone out there know of a web site or other documentation of NIH's
requirements for written agreements between a cooperative agreement grantee
and a third party for the provision of routine goods or services?

Specifically, we're looking at whether a provider of routine goods/services
must be bound to the terms and conditions of the prime award.
