Policies - schmolicies!   My experience has been that faculty members
ALWAYS have an excuse.  They are either leaving for Bangkok tomorrow and
the proposal MUST be at the agency before they leave or their child came
down with a severe infection, their husband/wife had an abcessed tooth,
then the parrot bit the cat and they couldn't possibly make it in to
meet the Research Office deadline - but, they are going to make the
Agency deadline.  Are you going to say,  Sorry Bub -- you'll have to
wait til the next round and this time get it right.!  Wouldn't you love
to?   With all the politics within departments and colleges and amongst
faculty, there's no question that the research office would be at fault
for not getting the proposal in and once again, you'd be left exposed
for all to see that YOU could not accomodate a faculty member in their
time of distress.
