Other than any interpreted differences in criteria, the small grants have been processed exactly the same as large grants by NIMH.

Are small grants (R03) reviewed by panel similarly to the way standard research grants (R01) are reviewed?  I don't mean one versus the other (R01 vs R03), but is the process the same for each group?  I have been assuming that it is, but I don't know for sure.
