VCU needs to create policies and procedures for making use of specialized
equipment available to outside entities, subject to appropriate cost
recoveries and in compliance with any limitations accepted when we acquired
the equipment, and meeting tests of fairness in access and of
non-competition with for-profit entities.  The capacity to do this simply
and rapidly can enhance support of local and statewide hi-tech industry,
and particularly industries in the Research Park ajacent to campus.  It
would also be nice if the procedures could be reciprocal, as hi-tech
industry may have equipment our researchers could use, but not justify be
purchased.

Does any one have models we could look at?
Can you share Do's and Don't's from experience?
