I maintain for the University of California system a list of all the
published sponsor policy indirect cost rate exceptions for federal, state
and non-profit sponsors.  I have binders of all the back-up documentation
from every sponsor, the RFP or whatever, which states what the reduced rate
is.  The list is 82 pages long; about 65 pages is non-profit foundations,
interest groups, associations, etc.  We do confirm that a "non-profit" is
on the IRS list of non-profit organizations.  Some entities are made up and
are not non-profit organizations.  The list includes in the annotation
field any information about intellectual property issues which should be
changed in the negotiated agreement etc.  However, on-line, the list is
password protected for University of California Contract and Grant
Officers's use because it has other local individually identifying
information in it.

I have printed out Chuck's list and can do a comparison as well as send
Chuck a copy of the 82 page list, (if you want it) but, right now, there is
no practical way to distribute that list generally.  Whenever I find
another institution that maintains such a list, I like to do a comparison
so that we are sure that we are all getting the same information about
overhead restrictions from our sponosrs.

I have done sessions at two SRA meetings on this subject in collaboration
with two other California institutions to demonstrate the different methods
institutions use to address this growing issue.
