Thanks for your response. Actually we spend a lot of time reading foundation guidelines which do not reference indirect costs at all. We call the agency and request documentation on their letterhead or an e-mail message. Ideally, the PI would include documentation with his/her proposal, and we request that they do so. Quite often our Development Office requests funding and doesn't include indirect cost. The funding arrives as a grant or award, not a gift, and the award then must be processed through Sponsored Programs and we're faced with the indirect cost issue. The foundation guidelines usually indicate this in very clear terms. If you don't find it in their guidelines, the budget pages will also give you a clue. If there is no line for IDC, it's likely they don't allow it. The PI's could be asked to bring copies of the guidelines to you along with their grant applications.
