Thanks for your response. Actually we spend a lot of time reading
foundation guidelines which do not reference indirect costs at all. We
call the agency and request documentation on their letterhead or
an e-mail message. Ideally, the PI would include documentation with his/her
proposal, and we request that they do so.
Quite often our Development Office requests funding and doesn't include
indirect cost.
The funding arrives as a grant or award, not a gift, and the award then must
be processed
through Sponsored Programs and we're faced with the indirect cost issue.

I don't think any such list exists. The foundation guidelines
usually indicate this in very clear terms. If you don't find
it in their guidelines, the budget pages will also give you
a clue. If there is no line for IDC, it's likely they don't allow
it. The PI's could be asked to bring copies of the guidelines
to you along with their grant applications.
