BACKGROUND:
Northwestern University is a Research I University supporting research,
public service, and training activities for eight schools, including Arts
and Sciences, Engineering, Business, Education, Speech, Medicine,
Dentistry, and Law, as well as its interdisciplinary University Research
Centers. A staff of 24 on two campuses supported more than $235M in award
activity and $680M in proposal activity in FY 1999. The following position
is a new position for the twelve person Chicago office, which primarily
serves the Medical, Dental and Law Schools.
RESPONSIBILITIES:
Serve as a member of the senior professional staff with delegated authority
to sign proposals and negotiate and accept contract and grant awards on
behalf the University. Responsible for the review and submission of
approximately $100M of proposals for research, public service and training
projects and the negotiation and acceptance of $35M of resulting awards
annually. Serve as liaison between faculty, academic departments and
research centers, campus administrative units, and a wide variety of
federal, state, local and private funding agencies, with an emphasis on NIH
and voluntary health organization funding. Ensure compliance with
university, federal and agency regulations, policies, procedures, forms and
guidelines for the conduct of research. Write and negotiate subcontracts.
Assist in campus training activities and re-engineering efforts to move
towards electronic research administration. Participate in the development
and implementation of new policies and revisions to existing policies.
QUALIFICATIONS
Demonstrated knowledge of federal regulations related to research
administration, including OMB A-21, OMB A-110, Federal Acquisition
Regulations and major federal funding agency guidelines. Knowledge of
university policies and procedures related to the conduct of research
strongly preferred. Experience negotiating clinical trials and working with
industry preferred but not required. Demonstrated ability to review and
interpret policies and procedures involving complex problems requiring
substantial
independent judgement. Interpersonal skills to work effectively with agency
personnel, faculty, campus staff, and co-workers in situations involving
competing opinions, significant deadline pressure, and multiple competing
tasks. Willingness to work in a rapidly changing environment and to test
and adopt electronic
solutions. Solid working knowledge of PC-based computing applications in
the networked computing environment, including Microsoft Office, email,
electronic calendaring software and database applications.
