Jane, you've developed a good list of questions.

P.S.   It's ironic NSF is worried about the security of an SRO working on
an electronic proposal as opposed to a paper one.
I don't know about other SRO's, but my office was often involved in
creating paper proposals as they developed.  Faculty still want help
creating the electric versions, too.  It shold be easier for us to help
them, not more difficult.    ;-)
