P.S.  I agree that if we negotiate a rate with the Feds, ALL federal agencies
should honor that rate--including DHHS, DOC, DEd, USDA, etc.  But I have an even
bigger gripe with DEd.  In most DEd programs that we apply for, not only are we
held to the 8% rate on the Federal side, but we cannot exceed 8% on the match
side, even when a minimum match is required for eligibility.  So we end up
eating a lot of administrative cost AND dumping in more "real" resources to meet
the match.  BG
