Linda, thanks for your response and the URL of your policy.  Our situation was so weird it will never come up again--well, never say never, I know, but it's really unlikely.  A researcher came to us after (a) just receiving an NIH grant and (b) being terminated by his institution (for non-pernicious reasons).  An unlikely set of circumstances, no?  Anyhow, we took on the project and him as adjunct employee.  It turned out mostly okay, but there are these left-over issues.  A policy like yours may help us handle them in advance instead of after they blow up.
