The University of Kansas utilizes a research foundation to manage its sponsored program activity. There are many such foundations in the country, configured and administered in a wide variety of ways. I led an open forum at the annual NCURA meeting on this topic.
There is also an association of University Affiliated Research Foundations (UCRF), which meets annually to exchange information unique to foundations. If you want to give me a call, I'll be happy to name a bunch of other university foundations and provide more information.

We are looking into what universities administer and manage state and/or federal
research grants through the offices of a university-affiliated non-profit research
foundation.
Could some of you let us know who you are ? And if you are agreeable, someone
from our institution might make a follow up phone call to find out more about the
structure and success of how this works in your state?
