Can anyone tell me how the Corp for National Service funds the Learn & Serve
America program?     We are considering being the fiscal agent for a
consortial proposal.    Do they provide any upfront funding?   Do they do
"draw down" funding as with some federal programs?  Or is it all
reimbursement basis -- and if so, how often can we submit requests?
Needless to say, I've been asked questions by our post-award folks that I
can't answer from the guidelines or website -- and I've had no answers yet
to various voice mails.

Are there any pitfalls to watch for in meeting the 1:1 cost share or are we
safe if we simply require detailed documentation?   The project director
talks about using the time people spend in board meetings as part of the
cost share (including college presidents).
