When faculty here are up for promotion, they prepare a "super-vita" which lists all the accomplishments they can think of in the way of scholarly activities.  Certainly patented and patent-pending items are on the list.  Potentially patentable items may be on the list, but not on any of those that I have seen (in my previous life on the faculty).

As for the written policy on evaluations and the criteria for promotions and tenure,  the "evidence of scholarship and creative work" can be found in "...research publication and other creative accomplishments...".  No specific mention is made of patents, but they could and would be included under that phrase.

patentable inventions, as a factor in promotion and tenure
