No, there's no significant chance the project will not be renewed if the PI
has made reasonable progress.

I need to know whether there is a significant chance that a non-competing
continuation will NOT be funded (assuming the PI has made reasonable
progress on the research, in this case the first year of a three year R-15
award). We've been asked to authorize some expenses that will end up
being charged to the second year budget under the 90 day pre-award rule.
