I'm not sure what you mean by the phrase, "involved in the pursuit of
clinical trial business."  Do you mean personally, or as a representative of
the institution?

To say, "no" would preclude anyone (including the chief operating officer)
from being involved with both.

I would think that if the individual's primary responsibility was to bring
in as many clinical trials as possible to the institution, there might be a
POTENTIAL conflict with a major role in IRB management.

If the person only has his or her own clinical trials, he or she simply
would recuse himself/herself from IRB business related to those trials.
