I am seeking information on how to establish a
university recharge center.  In particular, I'd appreciate
receiving references to information on (1) how to
establish user rates for a recharge center and (2) what
type of documentation and record keeping is required to
demonstrate compliance.  Information of this type appears
to be scattered among several federal documents -- Ideally,
I'd like to find a document in which this information is
consolidated and presented as a "how to manual."  Thanks
