This happens frequently with restricted opportunities - they are not set as searchable in grants.gov, instead the opportunity number is provided to eligible applicants only who then have to use the Apply Now to create the Workspace.

I could not find the opportunity through the traditional Grants.gov search method, but I did find it.

To pull up the opportunity, click on "Apply Now" under the Applicants tab while signed in to Grants.gov. In the Funding Opportunity Number field, enter this: ED-GRANTS-041020-003.

Then proceed as usual.
