Many, many moons ago, when dinosaurs still roamed the earth and I was a n00bie research administrator at another institution, we developed an SOP (not really a policy) around it. Basically wherever the bulk of the costs went, that’s the unit that submitted the proposal and administered the award. If the center/institute contributed resources (space, equipment, facilities….) to the project, they could be affiliated with the proposal (and would get a cut of the returned IDC). But there had to be some substantive involvement of the center/institute, or use of its resources, in order for that to happen.
The backstory behind the development of that SOP was that a lot of centers had gotten both lazy and greedy, and affiliated faculty to themselves just so they’d get a cut of the IDC when those faculty submitted proposals, but without really contributing anything to the project.
