I don’t think that’s possible. The previous institution gets the F & A on the subcontracts?
I’ve always transferred the whole award over, or the previous institution keeps the award with a PI change.

Subject: [RESADM-L] NSF Transfers: Leaving Subawards at Original Institution

Hi,
I need some advice as I'm getting conflicting information. I have PI transferring to my institution. This PI has an existing NSF award at their previous institution which they want to transfer to my institution. At their previous institution
this grant has two subawards. The PI doesn't want to interrupt the subawardees by closing their subawards and reissuing the subawards through the new institution.
The PI would like to relinquish the funding for her salary and a consultant to my institution and keep the existing subcontracts (and some other obligations) at the former institution. My central office (and the COI folks) do not want to
do this with a subcontract to us from the original institution or with a subcontract from the previous institution to my institution.
Are there issues with leaving the two subcontracts at the original institution while transferring the remaining award to the new institution? Like I said, I've been conflicting information, hence I'm "crowd-sourcing" this question.
Thanks,
Phil
