We have not seen this at all; at least we are not aware of this.
At IU, the relevant players in the issue are the Office for Clinical Research, which handles all the contracting, budgeting, etc. and ORC where the HRPP
lies. We don't get involved in each other's business or territory. So, if a sponsor wanted to provide additional resources to include enhance training for coordinators, that would be discussed in the OCR and we would not be involved and, more importantly,
it would be irrelevant to our priorities. If they wanted to provide additional resources to the HRPP, we would say no, flat out.
But, again, we are not aware of this happening at IU

Good Afternoon,
Our Sponsored Program’s Office (OSP) is centralized and provides non-financial post-award support (our accounting services team provides the post-award financial support). We are curious how other, similar OSP’s, manage the review
process of payroll transactions and purchase requisitions (for equipment/large contracts) that are charged to grants and contracts?
Currently our OSP post-award team reviews those types of transactions prior to them moving forward to either HR or our Purchasing/Contracting team to ensure allowability on the grant funded project. As our university continues to
grow, this is becoming more time-intensive.
Do other universities provide similar support or do you have another process for the review of such items?

Good morning, Mel!
At CCU, the post-award team in the OSPRS are the ones responsible for reviewing and approving all expenditures (payroll included) for all external awards. Our grants accounting team in financial services handle invoicing, receivables
and reporting preparation.
As you mentioned, this ensures a timelier processing of all expenditures/hiring requests as we are the office working closely with our PIs, so have a better understanding of their operational needs and their award guidelines. In
addition, because we do not have an ERP system to allow for all possible encumbrances to be captured in the university’s financial system, with the OSPRS having to do all reviews and approvals of expenses before they are allowed, we are the only ones who know
in real-time where all award budgets stand. We hope that our PIs as well, but they more often rely on us to be sure.

Job Description
The Director of Research Development is a new position at ISU. This position will be a core member of a research development team, reporting to the Associate Vice President for Research. The purpose of this position is to work on

Responsibilities:
Account Management - Responsible for the setup, tracking, and management of financial activity and reporting for assigned grants. Collaborate with faculty, BO, and other staff in the monthly reconciliation of sponsored
accounts. Responsible for the allocation and authorization of expenses to appropriate accounts. Complete and/or review data entry in the system to support setup, billing/collections, and account management following established procedures and expectations.
Ensure accuracy and correct errors identified in audits. Understand business processes in the support of the daily management of grants and contracts and identify where process improvements are needed. Prepare and/or review sponsor required fiscal and management
reports and/or invoices as appropriate. Meet established account management expectations and identify and resolve account management problems as guided by established procedures. Prioritize work in order to complete assignments on a timely basis. Recommend
process improvements on the assigned team as well as processes that cross other teams in SPS and as appropriate make improvements to processes, systems, and procedures. Continually increase knowledge of impacts grants management data has on reporting and
compliance.Post-Award Outreach and Liaison - Partner with Business Office staff, faculty, and other university personnel in the fiscal management of grants and contracts. Work proactively to avoid problems and/or identify issues and work with others to resolve
any issues in a timely manner. Provide guidance to business offices, PIs, and others on complex grant questions to ensure compliance with the award terms and conditions, uniform guidance, and Purdue policies. Responsible for assisting business offices with

Description of Duties:
The Benefits Coordinator will join a team of professionals responsible for informing employees of benefit eligibility, processing benefit enrollments and related information, maintaining benefit records for various employee benefit
plans including FSAs, life, health, dental, disability, retirement, COBRA, sick leave, leave of absence, FMLA, PFL, workers compensation, and unemployment insurance.
Essential Functions:
Review payroll forms for benefit eligibility and determine the applicable new hire orientation Welcome Letter to send; Prepare and send Welcome Letters and ensure the required documents are returned to HR. Distribute
information and respond to inquiries regarding employee benefits including FSA's, life, health, dental, disability, retirement, COBRA, sick leave, leave of absence, FMLA and work/life benefits. Provide monthly benefits orientation. Assist employees in benefits
self-service. Submit any required enrollment information to benefit plan providers. Calculate paycheck deductions for benefits, such as double deductions and refunds and enter in Oracle. Process payroll status changes to ensure smooth transition of benefits.
Prepare benefits termination letters, COBRA, Leave of Absence, and retirement calculations. Assist with coordination of regular and graduate student employee annual open enrollment periods. Respond to inquiries regarding benefit coverage and act as liaison
between Research Foundation central office and employees regarding benefit issues in accordance with HIPAA regulations. Responsible to ensure that all new employee orientation electronic materials are up to date and functioning. Maintain employee benefit files,
benefit spreadsheets and other record keeping documentation. Perform special projects as assigned.
Requirements:
Minimum Qualifications:
Bachelor's degree from a college or university accredited by the US Department of Education or an internationally recognized accrediting organization and 2 years of employee benefit experience OR an Associate degree
from a college or university accredited by the US Department of Education or an internationally recognized accrediting organization and 4 years of employee benefit experience. Ability to interpret and communicate benefit plan information. Solid working knowledge
of federal and state regulations including ERISA, HIPAA, COBRA and FMLA. Proficient with Excel and other MS Office program. Strong organizational and communication skills. Ability to proactively manage multiple tasks with strong attention to detail, accuracy
and timeliness. Ability to work in a fast-paced changing work environment. Service-focused coupled with the energy and desire to make a positive impact in the workplace. Absolute commitment to confidentiality, honesty and integrity is required in this role.
Exceptional customer service skills. Applicants must demonstrate an ability to develop inclusive and equitable relationships within our diverse campus community. Applicants must demonstrate an ability to support diversity, equity, access, inclusion, and belonging,

Preferred Qualifications:

Question about "engaged in research" analysis

Dear colleagues:
Could you please share some insight as to engagement in research for this scenario:
For an expedited study (funded by a federal agency which has adopted the 2018 Requirements), institution A has developed a new college course that aims to cultivate interest in pursuing a career in science. The course will be taught
by respective faculty at 5 other universities. Teaching such course is the only involvement (in the research) of such faculty at those 5 universities. Does such involvement constitute engagement in research (i.e., are such faculty considered “engaged in research”)?
Some additional context:
Such faculty will not have publication/authorship creditThe faculty will be given a stipend from the federal grantThe faculty will not be involved in designing the study, nor analyzing data
What if such faculty were interviewed/completed a survey about their impression of the new course so that they are now research participants. Would that make a difference as to the question whether they are engaged (i.e., is it possible
to both be engaged in research and also be a research participant)?
