I also had this issue on Friday when NIH required the application to be submitted by COB 7/12/24. We used the FORMS-H-TYPE7-RESOURCE option which didn’t come with
an RR budget so I completed an RR budget and justification and loaded it in the RR Other Project Information section #12. It submitted fine to Commons and then our AOR emailed the same packet to the GMS at NIH explaining the situation.
Frankenstein that thing in there but so far, they’ve accepted it that way. We had a follow up email for additional items (F&A rate agreement and confirmation of
performance site). This was NHLBI transfer.
Our OSP also submitted tickets to grants.gov but I’ve not heard if they sent any solution yet.

I tried to start a package for this opportunity in ASSIST but I can’t seem to pick the right “package” from the list.
The one’s you can’t tell are Construction, Instrumentation and Fellowship… I’m trying to transfer in an R13. Has anyone else tried this yet?
