They explain this exact scenario pretty well. Effort cannot be reduced below 50% in the last 2 years. That's the main restriction.

Question re: effort requirements for K99s during NCE:

 

75% effort is required at minimum for the standard K99 NOFO. During an NCE period, still in the K99 phase, is it possible to reduce below 75% effort, while awaiting transition to the R00 phase?  If yes, it is possible to compensate the awardee from another federal award, beyond 25% during this NCE period?
