It sounds like they will allow you to appoint the grad students to a fellowship (with a stipend) or pay them as employees. But they don’t want to directly pay for tuition under either mechanism.

There are two options here. Give the fellows a stipend high enough to pay their own tuition out of it OR give them a tuition waiver.  It might depend on how much your graduate tuition rates are?

Hello All,

 

I am assisting a PI on a NSF proposal (NSF 24-529) that is due on Monday April 22nd and they are doing Track 1 on this particular project. They have formulated a budget with both a salary for their two graduate students along with tuition. The guidelines state that the Graduate students are allowed either a stipend or tuition but not both. My question is would a salary in this instance fall under or possibly be categorized as a "Stipend" ? I know that generally a Stipend is considered a form of financial aid and salary is not, however with the wording of the RFP I would not want something like this to be a factor in the proposal being denied. Any clarification would be greatly appreciated. Thank you!
