Hi, Kris! Short answer, no.

 

Longer answer, which I got from OPERA/NIH back in October, while the subaward budget form requires a UEI to be entered on the form, the subrecipient is highly encouraged, but not required to have a UEI at the time of application submission. They are also not required to complete the full SAM.gov registration in order to obtain a UEI (they can just request a UEI, rather than go through the full SAM registration process).

The current workaround for single-project application submission for subaward organizations is to enter all zeros in the UEI field.

They must have a UEI prior to issuing a subaward.

Hi folks, 

Can someone please remind me if the NIH requires proposed subawardees to have a UEI at the time of application? I can't find in writing that they do, but I don't want to interpret a negative result as assurance that it's not required.
