“Inflationary increases for future year commitments will be discontinued for all competing and non-competing research grant awards issued in FY 2012, however adjustments for special needs (such as equipment and added personnel) will continue to be accommodated.”


We flatten our personnel costs on proposals that are over the modular budget limit and require a detailed budget and justification.  In other words, I take our internal budget workbook with the appropriate increases and then ask for 1/5 of the money each year for salary, fringe benefits for all personnel and also I do it for tuition for the graduate students because NIH doesn’t believe that goes up either. Repeat with travel too. And we have our subs do the same thing.

Here I have a faculty member coming in late for years 3-5 only which is allowed according to the note. Everything else is totally flat.  Otherwise you risk double cuts – NIH cutting out your raises AND then also reducing the overall award as well.

I wanted to know how you calculate your faculty salaries for NIH proposals that do not allow for cost of living increases. Do you base the salary on their current institutional base salary? Or a computed average salary based on the number of years of the award with a baked in cost of living increase?

Hi Charna and brain trust - 

Can I piggyback with a related question? I'm more familiar with NIH than NOAA, but I'm trying to advise a colleague with a NOAA RPPR due now that it's moved to Commons.  

What budget information should be reported on an interim RPPR? The proposal budget, or a to-date spending report, or something else?  (notably this is a 1-year project, so we don't have a follow-on budget to request). I haven't been able to find clear guidance in any of the guidelines, and Scott's link (thanks, Scott!) seems to confirm that a budget does need to be entered for an interim report.
