Hi Nancy,

There are a few things to consider when issuing an international subaward, and many of the details are affected by the work being done at the subsite.

Who is the prime sponsor? Are there specific terms and conditions regarding foreign subsites? For example, the NIH now requires that prime site PIs have access to data, lab books, etc at foreign subsites. Will you need to include provisions regarding how that data/etc will be transferred or copied over for your PI at RPPR time?

If NIH, are there post-docs or Co-Is at the subsite? Do they have eRA Commons IDs? What information will you require from them that is needed for the RPPR? Does the funder have certain requirements in place for reporting that must be passed down to the subsite?

What type of work is being done? Will you need material transfer or data use language in the agreement? If there is PHI/PII, what are the privacy laws that govern the data at the subsite? Are there date encryption requirements?
What timelines are needed by your subsite in regards to invoicing? Do they have mechanisms in place to accept electronic payments or will you need to provide physical payment (e.g. cash)? Are there currency conversion costs/fees? Are translation services required?
Does the subsite receive an annual audit? If so, are you requiring that the subsite provide a copy of the report? Do you have a mechanism in place to assess risk for the subsite before you issue a subaward?

I’m sure there are other things to consider as well, but this is a good list to get started.
