We budget according to the IRS high-low per diem rates (attached), but some places use the GSA per diem and lodging rate tables for locations that are known at time of proposal.

The IRS version has an advantage when it is something like conference travel in year 3 and you don’t know where it is going to be held except a large metropolitan location.

How do you calculate the amount allowable for per diem expenses (for food/travel/etc) for conference travel expenses on research grants? Is there a website that lists the NIH’s allowable daily per diem totals for travel? Additionally, if you utilize per diems as a way to reimburse for travel expenses, should you refrain from utilizing both per diems and direct travel expense reimbursements?
