Hi Andrea,
We occasionally do not include tuition on submissions where it is an allowed direct cost. There is one department on campus that will with the Chair’s permission cover the tuition for a graduate student supported on a funded project.
Typically, this will happen on smaller project budgets where tuition would impede the feasibility of completing the proposed project with graduate student involvement.
The department has developed their own pre-transmittal form which is filled out once the submission budget is fully fleshed out but not yet routed. The PI then submits the budget and pre-transmittal form to the Chair for review, modification
and or approval.
This process is managed by the department grant administrator.

Then, in the event of an award, either the home department pays for it or there are times when our Graduate School will give the student a waiver (rarely – primarily highly-competitive fellowships).
You can’t be a graduate student without paying tuition, so we consider it a required component of their employment just like health insurance.
